This industry has a long history of targeting children and other vulnerable groups with candy-like flavors and deceptive marketing — all to build their customer base and create lifelong customers.
These companies use flavored products like Cotton Candy, Watermelon Ice and Cool Mint to attract and hook new young users. Nearly 90 percent of youth e-cigarette users use flavored e-cigarettes, and more than 6,500 Oregon kids try cigarettes for the first time each year. 10.8 percent of our 11th graders use e-cigarettes. 5,500 Oregonians die each year from smoking-related illnesses.

Local cities, counties, and school boards across Oregon are speaking up through ordinances, resolutions, and letters, urging the legislature to end the sale of flavored tobacco.
Since Multnomah and Washington County passed ordinances ending the sale of flavored tobacco products in 2021 and 2022, the laws have been tied up in the courts over questions of county authority on the issue. In the meantime, other counties, cities, and school districts continue to send a message that we need a statewide solution by passing resolutions and signing on to letters urging the state legislature to take action.
